MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: Reaffirmation of the Army and Air Force Exchange Service as a Joint Nonappropriated Fund instrumentality of the U.S. Army and U.S. Air Force (Army Directive 2012-15)

2. As required by reference 1e and modified by reference 1f, the undersigned have, through the issuance of reference 1b, disestablished the U.S. Army and U.S. Air Force Exchange Service (AAFES) as a command and reafñrmed AAFES as a joint nonappropriated fund instrumentality of the U.S. Army and U.S. Air Force under the jurisdiction of the Chief of Staff, U.S. Army and Chief of Staff, U.S. Air Force.

3. Consistent with the termination of AAFES as a command, the position of Commanding General and Chief Executive Officer is converted to a civilian nonappropriated fund position: Director and Chief Executive Officer. The Director and Chief Executive Officer shall serve in the grade of NF-6 and be selected by the AAFES Board of Directors. Excluding any authorities required by law or regulation to be exercised by a military commander, all the appropriate duties and responsibilities

previously exercised by the Commanding General and Chief Executive Officer in accordance with references 1c and 1d shall be exercised by the Director and Chief Executive Ofñcer. ‘

4. The Director and Chief Executive Officer may not perform any duties that involve the exercise of military command. Therefore each Service shall establish an appropriate military command structure for the exercise of all required military command responsibilities. Notwithstanding the conversion of the command position, nothing in this memorandum should be read to change or amend the requirements or procedures
prescribed in references 1c and 1d.

5. As the proponent for references 1c and 1d, the Army’s Assistant Chief of Staff for Installation Management will initiate revisions to references 1c and 1d consistent with this directive. All revisions are subject to the approval of the Secretary of the Army and Secretary of the Air Force.

6. This joint directive is effective immediately and expires upon publication of the revised joint publications.
